Job Description and Duties

Under the direction of the Assistant Deputy Director of Administration, in the Enterprise Operation Services (EOS) division – the Staff Services Manager II (Contract & Grants Manager) is directly responsible for all management functions concerning the Contracts & Grants Office’s staffing and resources. The Contracts & Grants Manager is responsible for all management functions of the Contracts & Grants Office overseeing the development and success of Non-Information Technology (Non-IT) contracts, grants, inter-agency agreements, procurements, and Memoranda of Understanding in support of the GO-LCI and its programs. The Contracts & Grants Manager is responsible for overseeing the operations for planning and organizing for the development of competitive solicitations including but not limited to Request For Proposals (RFP), Request For Quotes (RFQ), Non-Competitively Bid (NCB), Request For Offers (RFO), Invitation For Bids (IFB), Request For Information (RFI), and Request For Applications (RFA); and the execution of contracts and grants.  The Contracts & Grants Manager is directly responsible for the staff within the Contracts and Grants Office.

Working Conditions

Persons appointed to this position must be reasonably expected to lift, carry, push, pull, or otherwise move object up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects with or without reasonable accommodation.   • Ability to organize and prioritize projects effectively and meet deadlines in a fast-paced environment.
  • Demonstrated quality customer service skills.
  • Experience working effectively with Fi$Cal database system.
  • Computer proficiency and knowledge of various computer software applications such as Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Outlook, and the internet.
  • Initiative, independence, and accountability in performing assigned tasks.
  • Ability to problem-solve and use critical analytical and creative thinking to effectively perform work.
  • Display good interaction skills and the ability to deal professionally, congenially and in a personable manner with the public, other governmental entities, and staff at all levels.
